The city’s new Office of Human Rights has not investigated many discrimination cases during its first year of operation. Director Zan Tewksbury has found 13 complaints her office can investigate. Her staff gets complaints involving Albemarle companies, but she must refer them to the Richmond office of the Equal Employment Opportunity Commission. Tewksbury notes she has the power to investigate complaints involving businesses with fewer than 15 employees. She’s found the lion’s share of the complaints involve larger firms. The current budget for Tewksbury’s office exceeds $231,000.
