A developer from Atlanta has offered the City Councilors an 11th-hour plan to secure his partially-built Landmark Hotel project. The council voted 5-0 Tuesday to defer a public hearing on declaring the incomplete structure (pictured) a blighted property. Rebecca Quinn is a downtown resident who’s skeptical of developer John Dewberry’s intentions.  Quinn has told the councilors she doesn’t want to see several more years of delays before something happens on the property. Jim Tolbert of Neighborhood Development Services says Dewberry has agreed to build a higher-quality fence around the ground floor of the project, and haul away piles of trash. He says Dewberry has also agreed to get a qualified engineer to do a structural analysis of the building. Quinn and several city councilors say they want to see Dewberry’s proposal in writing..
