A city councilor says a strategic investment area could be a shot in the arm for the unemployed and under-employed. Kathy Galvin wants to see mixed-income developments without displacing the city’s current residents. Galvin says it’s crucial to stop losing blue collar jobs, which is a trend that began in the 1970’s. She says the city is trying to create more healthy neighborhoods. Galvin was a guest speaker during a monthly meeting of the local NAACP, which met Monday at First Baptist Church on West Main Street.
