City Councilors are adding another 330-acres to the Charlottesville Comprehensive Plan. They approved a resolution Monday that sets up a strategic investment area bordered by Avon and Ridge Streets. The other boundaries are the railroad tracks near Garrett Street and Elliott Avenue. That part of the city includes Friendship Court and several public housing projects. Councilor Kathy Galvin believes the affected areas need strategic investments. Bob Fenwick was the only councilor who voted against the resolution.
