A divided City Council has approved a cost-sharing deal with Albemarle County on treating wastewater. Councilors Kathy Galvin, Satyendra Huja and Kristin Szakos voted for it. Galvin says it’s a fair arrangement for the city. But councilors Dede Smith and Bob Fenwick voted against it. Smith fears city taxpayers will feel it in the wallet.
