Charlottesville Police have arrested two men in connection with an assault that happened December 20th on the Downtown Mall. Police have charged 23-year-old Richard Bernard Spears (pictured left) and 25-year-old Malcolm James Stevenson (pictured right), both of Charlottesville. Stevenson and Spears are are charged with assault and battery. They’re accused of beating a man and a woman in the early morning hours of December 20th in the 100-block of East Main Street. City Police Chief Tim Longo says this was not a random so-called “knockout” incident. The suspects were not charged with a felony because the male victim refused a medical examination at the scene. Longo says police did not have what they needed to press felony charges. The chief repeated what was said earlier that the case should have received immediate attention from investigators.
