Governor Kaine is asking lawmakers to boost state taxes by about $1 billion a year to improve roads, and Republican lawmakers are already saying no. Kaine is proposing an increase in the sales tax on vehicles from 3% to 4% and boosting the yearly registration fee from $39 to $49. He also wants an increase in the tax assessed on home sellers statewide. But House Republican leaders are already rejecting the package. House Majority Leader Morgan Griffith of Salem says he sees nothing in the plan to make it worth considering. Griffith predicts a chilly reception for Kaine from people squeezed by soaring gasoline prices and a record downturn in home sales. For the state's congested and traffic strangled economic engines of Northern Virginia and Hampton Roads, Kaine proposes boosting the sales tax from 5 cents on the dollar to 6 cents except for food and medicine. Lawmakers will consider the measures starting June 23.
